About The Position:


The Water Quality Specialist exists to collect samples, monitor, and support regulatory activities for Drinking Water, Wastewater, Reclaimed Water, and Superfund Programs.

PLEASE NOTE:
 Years of experience are based on a work schedule of 2,080 hours per year for full-time positions and 1,040 hours per year for part-time positions, and while work experience may substitute for education on a year-for-year basis, depending upon the job classification, education may not be substituted for work experience.Minimum Qualifications


Education and Experience:

  • A High School diploma or General Education Development (GED) certificate.
  • Two years' experience in the field of: water quality, environmental quality, backflow, stormwater, or industrial pretreatment.
  • An Associate's degree in a physical or biological science or related field may substitute for the experience requirement on a year-for-year basis.
  • Preferred:  A Bachelor's Degree in a physical or biological science or related field.


Licensing, Certifications, and Other Requirements:

  • Must possess and maintain a valid, unrestricted driver's license with no major citations within the past 39 months prior to the start date.  The Arizona Department of Motor Vehicles requires that out-of-state driver's licenses must be surrendered within 10 days of relocating to the State of Arizona.
  • Must possess or obtain within one year of hire, and maintain a Grade I operator certification, as assigned, from the Arizona Department of Environmental Quality in Water Treatment, Water Distribution, Wastewater Collections, or Wastewater Treatment as appropriate.
  • Must possess, or obtain within one year of hire or promotion, a Backflow Tester or Cross Connection Certification recognized by the Arizona Department of Environmental Quality.
  • Every person employed by the City of Scottsdale shall reside in the State of Arizona during his or her active employment by the City, regardless of whether the employee is approved to remote work. 


Other pertinent licenses and/or certifications may be required of some positions depending on department/section assignment.


Essential Functions


All Assignments:

  • Collects and preserves water, wastewater, and stormwater quality samples in accordance with Federal, State, and Local requirements.
  • Operates, calibrates, and maintains technical sampling equipment.
  • Prepares computer spreadsheets, inputs data, and performs other mathematical calculations. Reads and interprets construction plans and specifications.
  • Evaluates and tracks water, wastewater, and stormwater quality data received from the laboratory. 
  • Prepares and submits reports of activities and findings.
  • Reviews sampling data as it is received to ensure compliance with standards.
  • Stays current with changes in environmental regulations and has the desire and ability to learn.
  • Promotes water, wastewater, and stormwater quality and environmental awareness throughout the organization and to the general public.
  • Conducts field visits for inspections and sampling activities, and participates in community events, as required for public outreach goals.
  • Monitors inventory of equipment, materials, and supplies; ensures availability of adequate materials to conduct work activities.
  • Drives a motor vehicle to collect water, wastewater, and stormwater quality samples.


Water Quality Assignment:

  • Coordinates and conducts sampling activities for all: Aquifer Protection Permits (APP), Recycled Water Permits, Underground Storage Facility (USF) Permits, the Central Groundwater Treatment Facility, the North Groundwater Treatment Facility, and the Arsenic Treatment Facilities.
  • Conducts depth-to-water measurements (well sounding) at multiple well sites including deep monitor wells and vadose zone wells.
  • Conducts data trending and system mapping using computer software tools and programs (Arc View, Crystal Reports, Structured Query Language (SQL) Reporting Services).
  • Prepares monthly, quarterly, and annual compliance reports submitted to regulatory agencies.
  • Manages project records and develops protocols for storage and retention, including electronic documents.
  • Inspects water reuse facilities to ensure compliance with regulations and application of best management practices.
  • Audits records for emergency power generators at water sites.
  • Completes air quality analysis sampling and conducts runtime analysis of air treatment systems.
  • Conducts weekly inspections of operational equipment required in APP permits.
  • Tracks data for all wells and sampling sites related to the Superfund program.
  • Provides back-up for drinking water program.
  • Participates in on-call duty for drinking water and wastewater emergencies.
  • Performs Backflow, and Reclaimed Water inspections.
  • Notifies customers of and maintains records of annual Backflow prevention device testing. 
  • Coordinates Backflow inspections with field staff.
  • Updates and maintains Backflow database and researches/resolves issues and discrepancies.


Work Environment/Physical Demands

  • Work in small areas; walk up and down stairs and over rough terrain.
  • Tasks require the ability to exert very moderate physical effort in field work setting, typically involving some combination of stooping, kneeling, crouching and crawling, lifting arms above shoulder level and which may involve some: lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds); may involve: the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds).
  • Exposure to dirt, noise, dust, pollen, odors, wetness, humidity, rain, temperature extremes, hazardous materials, confined spaces, machinery, electric currents, traffic hazards, bright/dim light, toxic agents, disease, pathogenic substances, or explosives.
  • Operate a motor vehicle to travel to/from various locations.
  • Work outside of a regular workweek, to include weekends, overtime, on a holiday, in an emergency and on an on-call schedule.
